Councilman Komives introduced proposed changes to Toledo's planning and zoning code affecting schools and child-care uses during the April 15 agenda review, based on a study requested more than two years earlier. The amendments would modify several sections of the zoning code (enumerated in the agenda packet) to change how school uses are reviewed and regulated.
Council members raised procedural and substantive concerns. Some members said the study took longer than expected and asked for a committee hearing so stakeholders can be heard; Councilwoman Williams specifically asked that the item go to committee because she said the proposal as drafted may be prohibitive for some providers and fails to consider equity.
Councilmember Komives said the effort followed the study results and the intent is to improve safety and parity where public tax dollars are used; he said the request grew from safety concerns after a child was hit by a car. Other council members asked that the item be placed on a Zoning and Planning committee agenda so the changes can be reviewed with neighborhood and school stakeholders and to preserve normal committee consultation.
No ordinance vote occurred at agenda review; councilmembers discussed next procedural steps and advised that the measure can be placed on a committee calendar for fuller review and public input.
