Toledo moves to align cemetery rules with current operations, raises cremation indigent fee to $1,000

The Department of Public Service asked council to repeal and replace sections of Toledo's municipal code governing cemeteries to reflect current operations and industry standard language.
Megan Robson, director for the Department of Public Service, said the code still listed municipal cemeteries under the Department of Parks, Recreation and Forestry even though those functions now sit with Public Service; the rewrite updates that organizational reference. Robson said terminology was updated as well: language that previously referred to a "deed" for a burial plot was revised to use the industry standard term "contract."
The rewrite also adjusts pricing for some indigent cremation services. Robson told council there are crematories in Toledo that partner with the city and that costs exceed $700; the ordinance raises the city indigent cremation line to $1,000 to better match prevailing costs. The draft also removes archaic restrictions in the code about times when visitors could arrive at cemeteries.
Council members thanked Woodlawn Cemetery staff for maintenance work and discussed outreach to the county about indigent cremation policies; Robson agreed to follow up by referral. Staff indicated Woodlawn Cemetery currently manages five municipal cemeteries under a contract.
Chair recommendation at agenda review was SEP so the ordinance can be placed on the upcoming council agenda; no formal vote was taken at the review meeting.
