Carlsbad legislative subcommittee adopts positions on several state bills; motion passes unanimously

The Carlsbad City Council legislative subcommittee voted unanimously to adopt a set of positions on multiple state bills after receiving reports from federal/state representatives, regional agencies and contract lobbyists.

Council member Burkholder moved a multi‑part motion recommending support for a set of bills, which the subcommittee approved after a second and roll‑call vote. The motion language, as moved, listed specific bills and positions. The motion carried unanimously with both members present voting yes.

Text of the motion moved by Council member Burkholder: “I would move that we support AB 650; SB 346; AB 424; SB 35; SB 696; SB 320; and SB 516.” The motion also included the subcommittee’s direction to watch or take positions on additional bills: “watch SB 16, SB 92, AB 1055 and AB 87; oppose AB 253, AB 306, SB 315 and SB 358; and take no position on AB 968.”

The subcommittee’s motion followed a series of briefings from the city’s state lobbyist and from outside presenters. During discussion, members asked staff for additional analysis on several housing and public‑safety related bills before taking formal positions on a small subset of the agenda. The motion was seconded and approved by a unanimous vote.

Because the motion grouped many bills into categories (support, watch, oppose, no position), subcommittee members asked city staff and the contract lobbyists to provide further details and to bring back follow‑up reports for items placed in the “watch” and “no position” categories.

Ending: City staff and the contract lobbyists will distribute a formal list of letters and positions and return with additional information on watched and pending bills at a future meeting.
