The Winchester City Planning Commission on April 15 recommended approval of Conditional Use Permit CUP‑25‑146 to permit the conversion of the vacant Peoples Cleaner building at 104 South Indian Alley to three residential dwelling units.
City staff described the building as vacant for five or more years and said the proposal creates three two‑bedroom units laid out with bedrooms on the second floor and 1.5 bathrooms. Staff presented detailed renderings and draft floor plans. An applicant representative explained outdoor areas and a small bump‑out on the east side that will serve as a sitting area or small outdoor space for the third unit; material choices are expected to include crushed stone for outdoor surfaces.
Commissioners expressed support for adding residential units downtown and noted only minor site‑plan refinements may be needed. The public hearing had no speakers. The motion to recommend approval included the staff conditions and a finding that no units face a major commercial street.
The commission’s recommendation carries with the condition of general conformity to the proposed plans presented in the staff report.
