The Winchester City Planning Commission on April 15 recommended approval of Conditional Use Permit CU-25-137 to allow the Studio Lounge and Karaoke, an entertainment establishment and bar, at 1161–1169 Berryville Avenue in the B‑2 Highway Commercial District.
City staff told commissioners the applicant proposes to convert a former tanning salon into rentable karaoke studios and a bar area; the site falls within a 200-foot buffer of residential zoning so a CUP is required. At the work session the commission asked for details about soundproofing; staff reported the applicant provided cross-section profiles for studio ceilings and perimeter walls and offered a proposed layout for an outdoor smoking area.
Commissioners commented that staff and the applicant addressed the requested details; no public speakers appeared during the hearing. The commission’s recommendation conditions approval on the measures presented in the staff report.
The motion to recommend approval was made and seconded; the commission voted in favor.
