Commission backs Youth Development Center move to downtown site with conditions

The Winchester City Planning Commission on April 15 recommended approval of Conditional Use Permit CU-25-120 to allow the Youth Development Center (YDC) to operate a youth activity center at 302 South Gladden Street in the B-1 Central Business District with the Historic Winchester overlay.
City staff explained the YDC seeks a downtown location to better serve its clients and expand services. Staff told the commission the CUP applies only to the portion of the building proposed for the activity center and that suggested conditions include that the permit become null and void if the property changes ownership to an entity other than Youth Development Center, Inc., and any future expansions of the center would require a new CUP.
Commissioners offered brief remarks welcoming the organization to downtown; no members raised objections. The public hearing produced no speakers. The commission’s recommendation used the conditions presented in the staff report.
The motion to recommend approval was made and seconded; the commission voted in favor.
Staff clarified the CUP conditions will apply to only the building area identified in the application and that any new buildings or expansions intended for youth activity center purposes will require separate conditional use review.
