The Winchester City Planning Commission on April 15 recommended approval of Conditional Use Permit CU-25-125 to allow a rear addition adding one classroom to Fremont Street Day Nursery at 533 Fremont Street.
City planner Gavin Benson told commissioners the proposed classroom is not visible from the public street, meets setback requirements and would not produce major changes beyond the addition. Benson said staff removed a previously proposed condition that would have required additional parking for future expansions.
Commission discussion was brief; no members raised objections. The public hearing drew no speakers. The commission’s recommendation includes approval conditioned on general conformity with the submitted site plan and floor plans as presented to staff.
The motion to recommend approval was made and seconded; the commission voted in favor.
The CUP approval applies only to the portion of the building proposed for use as the classroom. Any future expansions beyond the approved area would require separate review and approvals, per the conditions noted in the staff report.
