OMA details active 2025 bills, warns prepackaging statute currently set to take effect June 1

Director Berry of the Oklahoma Medical Marijuana Authority gave council members a rundown of active 2025 legislation and agency rulemaking, saying the agency will publish emergency rules to implement prepackaging requirements if the Legislature does not change the statute before its effective date.

The update outlined several bills moving through the 2025 session that would affect licensing, testing and retail operations for medical marijuana. Ashley Kroll, OMA’s director of government affairs, told the council the agency is providing the briefing as an informational resource. “We don't advocate for or against any proposed legislation. We're not a trade association, interest group, lobbyist organization, anything like that,” Kroll said.

Why it matters: Several of the bills discussed would change compliance and enforcement obligations for growers, processors, labs and dispensaries, and one statute on prepackaging would require new rules and compliance steps that agencies and businesses must implement quickly.
