Subcommittee requires reconciliations for Teach Nevada and awards funds for teacher advancement program

As part of the approval, the subcommittee directed that the Nevada Department of Education reconcile program participation and funding on a semiannual basis beginning in FY26, with reports due to the Interim Finance Committee no later than January 31 and July 31 of each year of the 2025–27 biennium. The motion also included a letter of intent requiring the department to submit reconciliation reports; sponsors said the department had been unable to reconcile prior years’ participation and needed improved controls.
Nevada Teacher Advancement Scholarship program The subcommittee recommended approving a general fund appropriation of $323,628 in FY26 to fund the 25% future payout associated with prior awards (motion approved by voice). In addition the subcommittee directed the department to: use the roughly $500,000 of remaining authority in FY25 to pay provider payments for awards given during the 2023–25 biennium and to reconcile program participation and future liabilities by 07/31/2026 for the 2027–29 budget development. Members also required semiannual reconciliation of this program together with Teach Nevada starting in FY26, with reports due to IFC on January 31 and July 31 each year.
Why it matters Fiscal staff testified that the department has been unable to fully reconcile scholarship program records from earlier years due to leadership turnover and missing documentation, making it difficult to determine how much funding remains available, how many participants have met program conditions, and what provider payments are owed. The subcommittee’s directives are intended to ensure accurate accounting before larger appropriations are restored or expanded.
Implementation notes The department was given timeframes for reconciliation and is expected to submit semiannual reports to the Interim Finance Committee. Fiscal staff retained technical‑adjustment authority to reflect final bill language.
