Senate Judiciary Committee adopts substitute for SB17 on nonfunctioning airbags, then sets bill aside

The Alaska Senate Judiciary Committee on April 14 adopted a committee substitute to Senate Bill 17, a bill addressing crimes involving counterfeit or nonfunctioning airbags, and then set the bill aside for further review.
Senator Klayman, chair of the Senate Judiciary Committee, presided over the meeting. Senator Tobin moved to adopt the committee substitute as the committee's working document. Committee staff member Brianna Kakaruk summarized the changes in the substitute, identified as version N. "Version N establishes an exemption for the crime of airbag fraud for a person who discloses to the buyer or lessee that the vehicle contains an airbag that is inoperable, damaged, recalled, has previously been deployed, causes a vehicle's diagnostic system to inaccurately indicate that the vehicle is equipped with a properly functioning airbag or results in electric fault detected by a vehicle's diagnostic system after the installation procedure was completed before the sale, lease or trade of a vehicle. And it also clarifies the definition of non functioning airbag to replacement airbag in all cases," Kakaruk said.
After the summary, the chair removed his earlier objection and stated that the committee had adopted version N (referred to in the meeting as "NOME") as the working document. No roll-call vote was recorded in the transcript; the adoption was announced by the chair following the staff summary and removal of the objection.
The committee opened the floor for public testimony on SB17; the chair said there were no speakers in the room or online and closed public testimony. With no further questions from committee members, the chair said the committee would "set Senate Bill 17 aside" for further review and adjourned the meeting. The committee scheduled its next meeting for April 16 at 1:30 p.m.
The committee did not take a final vote on final passage of SB17 during the April 14 session; the record shows adoption of the committee substitute as the working document and the bill being set aside for additional review.
