Pharr names new Community Development Commission members, elects officers after ordinance change

The Pharr Community Development Commission introduced newly appointed members, recognized two former board members and elected Olga Cardoza chair and Lucio Gaetan vice chair following an ordinance that revised the commission's membership composition, city staff said.
The action followed Ordinance No. 02025-13, which the presenter said amended sections of the city code to set the Community Development Commission at seven members and to allocate seats by Census tracts. Under the amended composition, the commission will include two residents from Census Tract 213 (Place 1 currently vacant; Place 2 filled), one member each from Census Tracts 214, 215, 216 and 217, and one member at-large who may serve as chair or vice chair. City staff read the current roster and term expirations into the record: Victor Olivares (Census Tract 213, Place 2), term to expire March 19, 2028; Olga Cardoza (Census Tract 214, Place 1), term to expire March 19, 2027; Norma Trevino (Census Tract 215, two-year term expiring March 19, 2027); Marco/Marcos Gonzales (Census Tract 216, term expiring March 19, 2028); Sabrina Garcia (Census Tract 217, term expiring March 19, 2028); and Lucio Gaetan (member at-large, term expiring March 19, 2028). The presenter said the city commission appointed three members to two-year terms and four members to three-year terms as required by the ordinance.
During the commission's first meeting of the newly constituted board, members nominated and voted on officers. A member moved to "nominate Miss Cardoza as the chairman and Mister Lucio Gaetan as the vice chairman." Another member seconded the motion; the commission chair asked "All in favor?" and members responded "Aye." The motion carried.
City staff also recognized former board members Rene Cantu and Danny Smith and presented each with a plaque "in honor of the service that they have provided" to the Community Development Commission. Rene Cantu and Danny Smith were thanked on the record for their service.
The commission discussed procedural support for the new board; city staff offered to coordinate with the city clerk to provide a handbook or orientation materials for commissioners.
No substantive policy changes beyond the ordinance text and the officer elections were recorded in the discussion.
