Commission approves Wildhorse replat, Idaho Power easement and sets hearing for road vacation

Elise Foster, subdivision planner, presented a replat for Wildhorse Subdivision and said the proposal reorganizes three existing lots into two, uses existing community wells and vacates two utility easements while creating one consolidated easement. Foster said the applicants provided written concurrence from relevant utility companies.
Commissioners moved to approve the replat (identified in discussion as Evergrass Point/Wildhorse replat) and voted aye.
Separately, Hal Jensen, planning director, spoke at the request of Dan Kendall about an Idaho Power request for an additional easement at the Youth Development Center. Jensen said Idaho Power asked for the expanded easement so the utility could access and service a transformer and related equipment in the future without having to replace slope or other work adjacent to the walkway.
A commissioner moved to approve the additional Idaho Power easement; the board voted aye.
The board also approved a public‑hearing notice for a petition to vacate a platted road and scheduled the hearing as the petition requires. Commissioners then approved certificates of residency and the commission minutes and proceedings for March and April items as part of the consent agenda.
Ending: The planning items and notice were approved; staff will record the replat and process the vacation petition per county procedures.
