Planning commission postpones local-historic landmark hearing, hears plat report and comprehensive-plan progress; city attorney delivers orientation

The Planning Zoning Commission postponed consideration of a request by Bill and Alice Hilton to designate the Keith Brock home as a local historic landmark until the commission's May 12 meeting. Commissioner Hayes moved to table the item and Commissioner Moore seconded; the motion carried by voice vote.
Staff presented a monthly plat report noting six plats administratively approved since the previous meeting: Granbury Commerce Center Phase 1B (replat at 2211 Ruth Smith Drive, approved March 7); Saratoga Phase 2B (amending plat at 101 and 105 Seabiscuit Court, approved March 7 to correct easements); King's Plaza addition (the replat at 301 King's Plaza, approved April 1 conditionally pending zoning); Sandstone Estates Phase 3B (amending plat to shift lot lines and protect utilities/easements); a preliminary plat for a 7-Eleven at 2101 West U.S. Highway 377 (approved April 3); and Lakeview Landing (final plat at 101 West U.S. 377 for nine commercial lots and 109 residential lots, approved April 1).
Cody (city planning staff) also gave a progress report on the city's comprehensive-plan update, noting the draft chapters for land use, housing and the thoroughfare map had been presented to staff and the council and that staff hoped to return soon with a final draft for commission consideration.
City Attorney Jeremy Cirelli delivered an orientation and training workshop for commission members that covered open meetings law, ex parte communications, recordkeeping, and motions language. Cirelli cautioned about creating a "walking quorum" by informal chains of communications and emphasized open-records obligations, saying, "If you destroy those records, go to prison," to underline the legal risks associated with destroying or mishandling public records. He also advised commissioners on correct procedural language for postponing items and on the differences in standards for quasi-judicial boards.
No votes were taken on the plat report or the comprehensive-plan progress report; the landmark designation hearing was the single item the commission formally postponed to the May 12 meeting.
