Sacramento County Code chapter 2.36 allows the Board of Supervisors by resolution to establish CPACs; staff recommended the commission forward the proposal to the Board. Engagement included three CPAC meetings between April (prior year) and February; Carmichael CPAC voted unanimously to recommend the change (6–0) at one meeting, while the North Highlands CPAC was unable to form a recommendation due to lack of quorum at one meeting and later recorded two yes votes and two abstentions.
Seat distribution changes: Staff described seat reallocations that would result if the Foothill Farms CPAC were established. The recommendation would assign all seven Foothill Farms CPAC seats to Supervisorial District 3 because the proposed area lies entirely within District 3. For North Highlands CPAC, staff recommended District 1 gain one seat (from 1 to 2), District 3 lose two seats, and District 4 gain one seat (to four seats). The Carmichael CPAC would retain seven seats because its remaining area would remain wholly within District 3.
Vote and next steps: A motion and second to adopt staff’s recommendation passed on a roll-call vote: Commissioners Verga, Devlin, Corona Sabignano, Borja and Chair Conklin recorded aye votes. The commission’s recommendation will go to the Board of Supervisors for its consideration and final action; staff said the Board will ratify seat assignments and amend CPAC bylaws if it approves the resolution.
