Davis County commissioners approve construction amendment, software and sponsorship contracts, tax adjustments and health grants

Davis County commissioners voted unanimously Thursday to approve a series of contracts, grant amendments and tax-register corrections, including a $1,250,000 amendment for construction work at Western Sports Park and a $781,448 amendment to the county's Medicaid aging-waiver contract for home-based services.

The approvals were handled largely on consent or by single motions. Commissioners present included Commissioner Lorraine Kamalu, Commissioner Bob Stevenson and Commissioner John Crofts. Several department directors summarized the items before votes.

The most costly single action was an amendment to contract 2022170 with Layton Construction Company LLC to address additional upgrades at Western Sports Park. Lane Rose, facilities director, told commissioners the work covers new roofs, painting of exhibit buildings, repair of damaged panels and costs tied to delays in obtaining permanent power. The amendment was described as payable in the amount of $1,250,000 and was approved by the commission.

Community and Economic Development director Kent Anderson presented several sponsorship and service agreements that were approved as consent items. Approved items include a $10,000 sponsorship agreement with CenterPoint Legacy Theater (04/15/2025'02/28/2026) and a $7,500 sponsorship with Bonafield Davis Art Center (04/15/2025'12/31/2025). The commission also approved a 2024'2025 social service block grant agreement with the Davis Health Department for the Davis Links program, a $25,000 payable supporting the county's resource locator.

The commission approved two Salesforce-related purchases for county customer relationship management: a $4,815.36 agreement with Carahsoft Technology Corporation for the software license (04/15/2025'04/29/2026) and a $1,995.08 agreement with Cloud Creations Inc. for implementation services. Anderson said the items are connected, with one covering the software and the other the build-out.

Health department director Brian Hatch presented two items that were approved. The commission accepted Amendment 9 to the county's Medicaid aging-waiver contract with the Utah Department of Health and Human Services, a receivable listed in the meeting as $781,448 for home services beginning 04/03/2025 and running through 06/30/2025. Commissioners also approved a standard service contract with Rumor Advertising for brand strategy and messaging services, payable in the amount of $53,900 beginning 04/15/2025 and ending 12/31/2025; Hatch said this work is connected to the Davis Links resource locator.

The commission approved an application for adjustment of property tax penalties for mailed payments not received and a set of property-tax-register corrections presented to the Board of Equalization. Suika La'ulu presented corrections totaling $16,179.67 and renewals for exempt 501(c)(3) entities; the register corrections and the renewals were approved.

During informational business, Chief Deputy Armel Butcher noted an informational item about a modification to an intergovernmental agreement with the U.S. Marshals Service to align language with Executive Order 14168 (01/20/2025). Clerk's office staff later added that Executive Order 14019 also affects the informational item. The modification was presented as informational and did not require a commission approval.

Public comment was brief. Bill Campbell, who identified himself as a Davis County resident of more than 30 years, thanked county leaders and praised local parks and youth programming: "Just a little gratitude," he said.

All items presented on consent and the listed regular-agenda actions were approved by voice vote with the assembly responding "Aye" when commissioners called for votes. No roll-call tallies were read into the record during the meeting.

The commission recessed to the Board of Equalization during the meeting and later returned to close business. In closing remarks, commissioners reported on recent participation in the state Board of Health symposium and noted ongoing community and departmental work.
