House Bill 569, which would authorize and streamline the establishment of countywide communications districts to facilitate broadband planning and contracting in low‑density or underserved areas, was presented by Representative Heath Howard and supported by the New Hampshire Association of Counties.
Representative Heath Howard said the law codified in 2020 is intended to let counties and municipalities study and, if appropriate, form districts that can aggregate demand and improve negotiating leverage with Internet service providers. He described the change as administrative: the bill provides a clearer optional process for counties to coordinate with municipalities and study formation of a communications district without mandating action.
Kate Horgan of the New Hampshire Association of Counties testified the association supports the measure because it is optional and provides a tool for counties and towns to evaluate the feasibility of shared communications infrastructure. Committee members had no substantive objections and the bill was advanced; the committee took the question and subsequently voted in favor in executive session.
