Board member requests resumes be posted before hiring under ARS 15‑501; retreat and insurance trust work session scheduled

During the Jan. 21 Sierra Vista Unified District governing board meeting a board member requested the district provide resumes of administrators and certified employees at least four days before hiring proposals, citing Arizona Revised Statutes 15‑501 as assigning hiring responsibility to the board.
"I request that the board open discussions on receiving the resumes of administrators and certified employees at least 4 days before the proposal for hiring. In accordance with ARS 15‑501, the board is responsible for the hiring or dismissal of all administrators and certified employees," the board member said. The speaker provided a written copy of the request to a staff member identified in the meeting as "Bridal" (as pronounced/spelled in the record) for inclusion in future meeting minutes.
On scheduling, staff said a full-day board retreat is planned for Saturday, Feb. 22, with the format similar to prior retreats and an expected end time around 3:15 p.m. A work session to review the current status and future plans of the district insurance trust was suggested for Thursday, Feb. 20. Staff indicated Mr. McGovern plans to attend both sessions; an exact start time for the work session had not been set and was likely to be scheduled in the afternoon to accommodate Mr. McGovern's travel from Tucson.
Board members asked for calendar notices and a posted agenda for the retreat. A deputy (identified in the transcript as Miss Maddon) had previously circulated emails about county onboarding trainings; board members asked staff to re-share those notices if any members had not received them.
No policy changes or formal votes were taken on the resume request during the meeting; the item was entered as an information/discussion request for future consideration.
