Deputy City Attorney Carrie Richter announced at the April 14 Planning Commission work session that she will soon be Oregon City’s city attorney following the retirement of the current city attorney.
“My name is Carrie Richter. I'm the deputy city attorney, and I wanted to announce to the planning commission that I will soon be the city attorney because the city attorney is retiring,” Richter said, then introduced Melissa Ryan, who will take on land‑use responsibilities.
Melissa Ryan, who said she goes by Missy, described her background in land use and appellate practice. “I was LUBA referee for 18 years,” Ryan said, referring to the Land Use Board of Appeals. She said she spent eight years in private practice and has been a lawyer for about 25 years.
Richter told the commission she and Ryan will “tag team” planning and city‑commission meeting coverage during the transition and that Bill, the current city attorney, will remain through the end of the month. The announcement was presented as an informational update and no formal action was taken by the Planning Commission.
