Taneytown council approves multiple ordinances, permits and agreements in April 14 meeting

Taneytown’s Mayor and City Council approved a slate of ordinances, resolutions, permits and agreements at their April 14 meeting, including adoption of a stormwater management ordinance and a speed-monitoring ordinance, approval of April water allocations, and several easement and permit actions.
The council adopted Ordinance 4-2025 (Stormwater Management) and Ordinance 5-2025 (Speed Monitoring System) by voice vote. Resolution 2025-05 authorizing water allocation for April was approved, and the council approved the monthly financial report and accounts payable. The council also approved a special-event permit for “Wolfstock” at Memorial Park on June 20, 2025; easement agreements for a Memorial Park expansion (Rentahand Property) and for Grace United Church of Christ; and a water recharge memorandum of agreement with the county.
Several items were handled quickly by motion and voice vote. The council approved minutes from four previous meetings (03/05/2025 regular meeting; 03/10/2025 regular meeting; 03/10/2025 closed session; 03/12/2025 Main Street meeting). The monthly financial report and accounts-payable approvals were each moved, seconded and carried by voice vote.
Not all items prompted discussion. The speed-monitoring ordinance drew explicit debate and at least one council member urged a nay; despite that opposition the ordinance carried. For other items — stormwater ordinance, water allocation resolution, easements, special-event permit and the water recharge memorandum — the meeting record shows motions, a second and voice votes recorded as “aye” with no further public dissent recorded.
Actions recorded on the agenda included routine operational approvals (minutes, financial report, accounts payable), adoption of two ordinances, approval of a water-allocation resolution, and multiple property and intergovernmental agreements that the council approved by motion and voice vote.
By the close of the meeting the council also received routine staff updates and council-member reports; the meeting was adjourned after a majority voice vote.
