Board approves nonresident enrollment seats; Aspen Grove Elementary identified as open for transfers

The Blue Valley Board of Education on April 14 approved the district’s pupil-to-teacher ratios and the number of open seats available for nonresident student enrollment in 2025–26. The district recommended, and the board approved, publishing open seats only at Aspen Grove Elementary for kindergarten through fifth grade.
Why it matters: State law requires the district to allow nonresident enrollment when capacity exists and the district’s policy gives priority categories (siblings, military families, students in custody of DCF living with a nonresident student, district employees’ children, returning students, and students experiencing homelessness). The board’s action determines where nonresident families may apply.
What staff reported: Assistant Director of Planning and Operations Eric Paulum explained the capacity calculations applied to determine open seats. He said the district published 86 seats last year across Aspen Grove Elementary and Blue Valley Southwest High School, received 48 applications and ultimately had 23 students enroll from those offers. For 2025–26, applying district formulas, staff identified a total of 63 open nonresident seats in kindergarten through fifth grade at Aspen Grove.
Current application status: Paulum said the district had received about 44 nonresident applications as of the morning of the meeting; more than 30 of those applications were for kindergarten seats. He said last year kindergarten was the only grade that required a random selection because applicants exceeded published seats.
Board action: Board member Jody Dietz moved that the board approve the pupil-to-teacher ratios and number of open seats available for nonresident students “as presented”; Sonya Evans seconded. The motion passed 7-0.
Next steps: Administration will publish the open-seat numbers and proceed with the nonresident enrollment process, applying the district’s priority categories and, where necessary, random selection for oversubscribed grade levels.
