Sweet Home SD 55 board discusses maintenance reserves and policies, approves 2025-26 calendar and superintendent contract

The Sweet Home SD 55 Board of Education on April 14 discussed the district’s long-term maintenance reserves and the possibility of using those funds to support facility improvements, delayed a second reading of several policies for more review, approved the 2025–26 school calendar and, after an executive session, voted to extend the superintendent’s contract and approve the superintendent’s evaluation.

The budget discussion centered on a long-term maintenance account built up over years and bolstered by favorable investment returns, but board and staff members said that balance is being reduced and will not sustain the same level of savings going forward. Kevin (staff member) told the board, “We continue to build our long term maintenance,” and said the district has used past borrowing decisions and interest earnings to grow a reserve that has supported maintenance spending. He added the board could consider a bond that would not raise the tax rate by using money the district has set aside, but noted the account balance is being drawn down and that future savings may be limited.

The board moved to delay action on a package of policy updates that were on their second reading. A board member noted several policies touch on areas governed by Oregon law — including family and medical leave, graduation requirements and admission of resident students — and asked that those be set aside until the legal and funding implications are clearer. The board agreed to carry the packet forward to a future meeting for further vetting; members said some policies could be separated and acted on individually.

As an action item the board approved the district’s proposed 2025–26 school calendar. Board members said the calendar had been reviewed through the district’s normal processes, including input from unions, departments and administration. The motion carried on a voice vote.

The consent agenda, approved by the board, included routine personnel actions and administrative items: approval of minutes from March 10 and the March 12 emergency meeting; approval of an out-of-state high school trip to Seattle to visit three colleges; acceptance of several resignations and retirements effective June or July 2025 (Kate Burchy, Rebecca Lay, Megan Gonia, James Costa, Cynthia Davis, Colleen Unger); and approval of multiple hires with start dates in August 2025 (including positions at Foster, Oak Heights, Holly and the high school). The consent agenda also included approval to surplus various food service items from the high school cafeteria.

During public comment a member of the community who identified themself as a candidate for Director Zone 1 spoke briefly and noted they are running to fill the upcoming vacancy.

After recessing into executive session under ORS 192.660(2) to discuss classified bargaining, legal matters, the superintendent’s evaluation and the superintendent’s contract, the board returned to regular session and took several personnel-related actions. The board postponed approval of a classified employees’ contract to the next meeting pending ratification by classified staff. The board then approved a one-year roll-forward of the superintendent’s contract (extending the contract three years beginning July 1) and approved the superintendent’s evaluation.

The meeting concluded with reminders about upcoming budget meetings and the next regular board meeting on May 12 and a note that May 20 is the special district election day.
