What staff recommended and council action: Senior staff explained the city’s current practice — lowering flags when an active city employee or a Yucaipa resident serving in the armed forces dies — and presented a draft policy that tracks federal and state guidance. The draft also authorizes the mayor to order the American flag to be flown at half staff to honor deceased city officials, public‑safety partners or other individuals of significance to the city. Council voted to approve the draft policy; a motion to adopt the draft was made by Council Member Beaver and seconded; the vote passed.
