- License agreement for DMV agent: Council approved a license/memorandum of understanding allowing the treasurer’s office (Janet Jones named in the agenda) to act as a DMV agent. Motion made, seconded and approved.
- Social services holiday policy: Council approved a new policy to align social services holidays with legal holidays and those declared by the governor and directed staff to add the policy to the city personnel manual.
- Ordinance 18-23 (temporary construction easement): Council approved a temporary construction easement for Norfolk Southern to allow construction of a layover facility for Amtrak service; the easement affects a right of way on Madison Street between Dedmon Center upper lot and Cup Field and includes work on a water line.

- Appropriation ordinance 18.15.12: Council approved $15,092 for electronic summons equipment and related costs, funded by a $5 court assessment fee authorized under state law and remitted to the city for restricted use.
- Appropriation ordinance 18.15.13: Council approved $701,661 for the West Radford Commerce Park transformer and related equipment (see separate article for details).
- Closed session authorization: Council voted to convene a closed meeting under Virginia Code §2.2-3711(A)(3) and (6) to discuss disposition of publicly held real property and procurement of appraisal services.
