Grandview Heights council approves supplemental appropriations ordinance

The Grandview Heights City Council approved Ordinance 20 25 0 9 in a substitute version (10 13 20 25) on Oct. 13, 2025, to authorize supplemental appropriations for the fiscal year ending Dec. 31, 2025.
The ordinance adds approximately $165,000 in total additional appropriations, primarily to cover police and fire overtime; it also includes $15,000 for engineering related to a water valve replacement project. Council members recorded a substitute increase of $26,200 to one of the tax-increment financing (TIF) pass-through items during committee review.
Finance committee members recommended approval after a 6:45 a.m. review of the substitute version, which the council moved and seconded before taking the roll call votes. The clerk recorded affirmative votes on the substitute version and on final approval during the meeting; the roll calls listed council members Kozak, Houston, Weiss and a Smith in favor of the measures.
Director of Finance submitted quarterly financial reports and a fund cash-balance report to council as background information on the city’s revenues and outstanding debt; those reports were available to council in advance and were referenced during the item.
