Farmington Hills council approves consent items, franchise renewal and appointments; minutes approved with one abstention

At its Oct. 13 meeting, the Farmington Hills City Council approved a multi-item consent agenda that included consultant and equipment purchases, public-works contracts and a notice of intent to issue capital-improvement bonds. The council also introduced zoning-cleanup amendments, renewed a uniform video local franchise agreement with DirecTV LLC, and confirmed multiple appointments to boards and commissions.
Consent agenda highlights (items 9–23): council approved multiple purchases and awards including a consultant for the Grand River Corridor streetscape and landscape plan for $53,878; purchase of Glock handguns for the police department for $145,285; replacement equipment for parks and public works; a $3,435,474 contract for Kendallwood No. 3 subdivision water-main replacement; and authorization of a notice of intent to issue capital improvement bonds (item 21). The full consent list was approved by motion and roll-call vote.
Approval of city council minutes (items 24–25): the council approved study-session and regular-session minutes from Sept. 22, 2025. That vote was recorded with one abstention (Councilmember Bridal) and the rest voting yes.
Zoning text amendments (cleanups): council introduced an amendment to clarify definitions for restaurant drive-in, add commercial outdoor recreation space, and update the B-2 Community Business District language to replace "automobile service center" with "automobile repair." The introduction passed on roll-call vote.
DirecTV franchise renewal: the council adopted a resolution renewing the Uniform Video Local Franchise Agreement with DirecTV LLC for a 10-year period. City staff said state statute largely standardizes the franchise terms and the city’s ability to negotiate is limited; the agreement preserves franchise-fee revenue consistent with the statute. Councilmember Randy Bruce recorded a dissenting vote and explained his reason on principle: "I'm gonna vote no on this just as a protest vote because I don't like the idea of loss of local control." Other councilmembers who commented acknowledged the statutory limitations and voted to approve.
Appointments: council approved mayoral appointments to multiple boards and commissions, including the Innovation Energy and Environmental Sustainability Committee, Historical Commission, Economic Development Authority, Planning Commission and Children, Youth and Family Commission. The appointed individuals and term expiration dates were read into the record and approved by vote.
Votes and procedural notes: motions for the consent agenda and other items were supported and passed by roll-call votes as recorded in the meeting transcript. For technical accuracy, many items required later contract processing or return of final agreements to staff for signature and follow-up as noted in the consent descriptions.
Items requiring follow-up: the Kendallwood water-main contract will proceed through normal procurement and project management channels; the bond-notice item will follow statutory requirements for capital-improvement borrowing notices.
