He noted DNR permits may take up to a year and that his team hopes to break ground in late 2026.
Commissioners and staff asked about restrooms and handicap accessibility; Newport confirmed a restroom/concession/storage building is planned near the large field and that the design will meet ADA standards though some slopes may approach maximum allowable grades. Newport said the team has begun conversations with the county and expects to coordinate closely on permitting.
No formal RDC vote was recorded on the engineering contract at this meeting; staff said they will prepare contract documents and, if budgets and advertisement deadlines allow, return with a resolution for approval at the November meeting.
