Deputy Director of Public Works and City Engineer Cho told the council staff recommended engaging Butier Engineering Inc. to perform a pre‑construction constructability review, recommend cost‑saving measures, and provide construction‑phase management and inspection. The council approved a professional‑services agreement with Butier for $494,722 and authorized the city manager to approve up to $50,000 in additional services if needed.
“The proposed agreement amount is $494,722,” Cho said, describing a scope that begins with a full review of bid documents and continues through construction support if the project proceeds to award.
Why it matters: the city previously rejected bids after a procurement cycle produced results well above the engineer’s estimate. Council said the additional review is intended to reduce risk and improve clarity before the project is rebid.
Council also approved amendment 3 to the city’s agreement with Pacific Advanced Civil Engineering Inc. (PACE), increasing the firm’s compensation by $144,870 for a revised not‑to‑exceed total of $586,475 and extending the term through June 30, 2028. PACE will revise bid documents as needed after Butier’s review and provide construction‑engineering support.
Staff said the design carried an earlier engineer’s estimate of about $4.35 million but that bids received in the recent procurement round were substantially higher—leading the council to reject the bids and seek a constructability review. City staff said the project will be rebid, targeted for January 2026, and is expected to be funded through an Orange County Water District (OCWD) producer‑well construction loan; staff said they will request an OCWD loan increase after receiving new construction bids.
The motion passed on a 5–0 vote.
Ending: staff said Butier will meet with PACE and city staff to evaluate the bid documents and that the city expects to re‑advertise the project in early 2026 after any updates are incorporated.
