Wenatchee approves $663,000 Commerce grant project and subcontract for South End parking lot EV charging

City staff told the Wenatchee City Council Tuesday that a Department of Commerce grant of $663,000 will fund electric vehicle charging infrastructure and related site improvements at the South (PIVUS) parking lot, and the council approved a project budget amendment and a subcontract with Ibis Market Charitable Foundation to manage portions of the work.
Ryan (project presenter) said the city purchased about 1.5 acres for the lot and had previously explored several concepts. Ibis Market Charitable Foundation and the city pursued a Department of Commerce grant to fund charging stations and required infrastructure; the foundation secured $663,000 and the grant requires a matching contribution. Staff told the council the local match is approximately 25 percent of the total, which staff estimated to be just over $100,000.
The subcontract with Ibis enables the foundation to reimburse the city for staff time spent on design and project delivery, Ryan said. Design is roughly at 60 percent and staff aims to advertise for construction in early 2026 with construction in spring or early summer 2026, subject to coordination with the market and farmers market schedules.
Motion and outcome: Council Member Harrell moved and Council Member Cuevas seconded to approve the project budget amendment and authorize the mayor to execute a subcontract with Ibis Market Charitable Foundation for City Project No. 2317 (PIVUS South parking lot). The motion passed by voice vote.
Ending: City staff said they will continue design and outreach with project partners; the council approved the amendment and subcontract to accept and implement the grant funds.
