Ryan (Carmel Engineering Services), who presented the change, said the project team shifted from a three‑phase, 480‑volt design to a single‑phase, 240‑volt system to improve maintenance safety and efficiency. He said the rewiring allows maintenance staff easier access to junction boxes and reduces the need for workers to hang over the side of the bridge to service lighting.
Ryan described the change as an opportunity to right‑size the electrical configuration, accommodate the bridge’s rail geometry and replace an initial rope‑lighting concept with fixtures that are easier to maintain. The council was told the work also allowed the project team to relocate junction boxes and take advantage of existing vaults.
Why it matters: City staff said the change avoids ongoing maintenance hazards, fits within the project contingency and will reduce the long‑term operational burden on the city’s crews. The change order was described as within the project’s estimated budget.
