Board adopts a package of ordinances, resolutions and appointments; India Basin and Pier 70 measures among actions

SAN FRANCISCO — The San Francisco Board of Supervisors adopted multiple ordinances, resolutions and appointments on Oct. 23, 2018, largely by unanimous consent or on first reading. The measures covered land use, development agreements, administrative‑code updates and contract authorizations.

Highlights and outcomes (at a glance):

- Item 12: Ordinance creating the City and County of San Francisco Infrastructure and Revitalization Financing District No. 2, Hoe Down Yard/Pier 70 — finally passed without objection.

- Items 13–15: A set of ordinances related to the India Basin Mixed Use Project (general plan amendment, planning‑code rezoning to establish the India Basin Special Use District, and an amended development agreement that includes public benefits and affordable housing commitments) — these ordinances were finally passed without objection.

- Item 16: Ordinance amending the administrative code to revise qualifications and terms for the Shelter Monitoring Committee and allow shelters contracted with the city to provide clean blankets when sheets are unavailable — finally passed without objection.

- Item 18 (massage regulation): A separate item amending the health code to revise regulation of massage practitioners was introduced in an amended form; the sponsor asked to continue this item for one week and the board continued it to Oct. 30, 2018.

- Item 20: Ordinance amending official sidewalk widths for specified locations — passed on first reading without objection.

- Item 21: Ordinance authorizing interconnection agreements for solar projects, including a program at MTA field operations — passed on first reading without objection.

- Item 22: Ordinance ordering a summary street vacation, portions of Michigan Street, and associated property transfers — passed on first reading without objection.

- Item 23: Resolution declaring the board's intent to vacate streets and easements in the Sunnydale Hope SF project and setting a hearing date of Jan. 15, 2019; the sponsor explained the vacation will enable construction of new streets, utilities and affordable housing replacement units; the resolution was adopted without objection.

- Item 24: Resolution urging BART to add bus service near the Fourth Street BART station during the Transbay Tube retrofit — adopted without objection.

- Item 25: Ordinance amending building, housing, fire and administrative codes addressing fire safety systems in residential buildings of three or more units and prohibiting landlords from passing compliance costs to tenants — adopted without objection.

- Item 26: Ordinance to conform the administrative code to the passage of Proposition C (loans to finance acquisition and rehabilitation of affordable housing) — adopted without objection.

- Item 27: Ordinance exempting certain SFMTA capital projects from the fiscal feasibility ordinance to support municipal railway service improvements — passed on first reading without objection.

- Items 28–30: Appointments and reappointments to city advisory bodies (Mental Health Board; South of Market Community Stabilization Fund Community Advisory Committee; Children, Youth and Their Families Oversight and Advisory Committee) — motions for appointments/reappointments were approved, including a one‑week continuance for a candidate to allow additional vetting (item continued to Oct. 30, 2018).

- Items 33–34 (Budget & Finance Committee reports): Resolution authorizing the Sheriff's Department to contract with Aramark Correctional Services for jail food services (5‑year contract not to exceed $20,000,000 plus options) — adopted; and a financing resolution increasing an existing credit facility (aggregate amounts described in the agenda) — adopted.

- Items 38–41: Matters introduced for adoption without committee reference were considered and adopted unanimously.

Several items were taken under the "same house, same call" consent procedure and passed without separate debate. The board also heard committee reports and took public comment on other agenda items.

Continued items: The amended massage regulation (health code) item was continued to Oct. 30, 2018 at the sponsor's request to allow additional questions to be answered by the Department of Public Health.
