Board adopts multiple ordinances and confirms appointments in consent and adoption calendar

The San Francisco Board of Supervisors approved a series of ordinances, appropriations and appointments during the adoption portion of its January 2012 meeting. Several items were acted on together via roll call under the consent/adoption calendar; others were considered individually and passed on voice or roll‑call votes.
Highlights
- Item 18: The board adopted an ordinance appropriating approximately $75,000,000 of proceeds from the 2008 Clean and Safe Park bond sale to fund improvements for various recreation, park and port facilities. The clerk announced the ordinance as “finally passed.” (Read on item 18.)
- Item 19: An ordinance appropriating approximately $4,400,000 of fund balance and interest earnings from sale of the Watermark land and condominiums to the Port Commission for fiscal year 2011–12 was approved by the board. (Read on item 19.)
- Item 20: The board passed an ordinance amending the health code to license and regulate commercial dog walkers operating on park property.
- Item 21: An ordinance reappropriating approximately $1,500,000 of general fund reserve to backfill federal funding reductions to HIV and AIDS programs at the Department of Public Health for fiscal year 2011–12 was passed on first reading.
- Item 22: The board authorized the Public Defender’s Office to retroactively accept and expend an approximately $231,000 grant from the Correctional Standards Authority to establish a legal educational advocacy program and amended the salary ordinance to add one grant‑funded trial attorney position; the ordinance passed on first reading.
- Items 24–26: The board approved several appointment motions on the record, including (item 24) a motion to appoint (name as read during the meeting) to the California State Association of Counties with a roll call vote and (items 25–26) mayoral appointments to boards and commissions. Where recusal or excusal motions were requested, they were recorded and the votes proceeded as shown in the minutes.
- Item 29: The board passed on first reading an ordinance amending the planning code and zoning map regarding the India Basin Industrial Park following a Land Use and Economic Development Committee recommendation.
- Items 27–28: The Board sitting as a committee of the whole held and filed a public hearing on a proposed Port lease for property at Pier 50 (see separate item). The board adopted the related resolution on the docket concerning CEQA findings and the port commission lease (item 28).
The measures considered encompassed capital bond appropriations, departmental grant acceptance, appointments and land‑use/zoning code amendments. Vote results were recorded in the meeting minutes where roll call was required; many consent items were passed on a single roll call vote.
Votes and next steps
Most items passed either “final passage” or first reading as recorded in the clerk’s roll call. Items that passed on first reading will return for a second reading before final adoption per the City’s ordinance process; appropriations and appointments took immediate effect where applicable.
