Committee appropriates $10 million to UF Health to fulfill prior commitment; members press for clarity on why it was not in prior budget

The Neighborhoods Committee on March 31 approved a $10 million appropriation to UF Health that councilmembers said had been authorized in a prior agreement but not appropriated in earlier budget work.
Background: committee members said the council previously amended an agreement in 2023 to commit an additional $10 million toward the Leon Haley Trauma Center at UF Health; that commitment expressly was "subject to future appropriation." The committee bill (2025-190) makes the appropriation.
Questions about process: several members sought clarity on why the commitment did not appear in the operating or capital budgets when administrations transitioned. "The $10,000,000 was never appropriated," Council Auditor Philip Peterson said, explaining that the earlier amendment had authorized the commitment but did not include a funding bucket. "It was subject to future appropriation. So this is that future appropriation. These dollars have never left the city and gone to UF Health and they are coming out of the operating reserves," Peterson said.
Administration staff and budget office representatives were asked whether the mayors office had identified a replenishment source for reserves. Budget staff said they were researching why the commitment had not been carried into the prior budget and offered to return with a report.
Sponsor remarks: sponsor Councilmember Freeman urged approval, describing UF Health as a major regional employer and a critical trauma-care provider. "UF Health ... is the primary caregiver for equal access to quality health care for our indigent care," Freeman said, asking colleagues to approve the appropriation to make the earlier commitment whole.
Outcome: the committee approved bill 2025-190 as amended, 6-0. Budget office staff said the appropriation would be drawn from operating reserves; the bill contains aspirational language about replenishment from a possible JEA contribution but staff noted any replenishment would require a separate future council action.
Next steps: budget staff agreed to follow up with committee members to explain why the original commitment did not result in an appropriation and to provide options for replenishing reserves if additional contributions become available.
