Altoona City Council on Monday approved a consent package of city contracts, procurement awards and a grant application, while rejecting a separate repository bid for a property on Sixth Avenue.
The council voted 7-0 to approve items A through P on the consent agenda. The approved items include a three-year collective bargaining agreement with AFSCME (subject to execution), a $19,000 professional design services contract with Aquatic Facility Design of Millersburg for concept and feasibility services at Prospect Pool (plus an optional $6,900 alternate), a Pennsylvania Small Water and Sewer program grant application for East Blair Avenue stormwater improvements ($270,278 grant with a local match of $47,697), agreements related to roadway and bridge inspections with the Pennsylvania Department of Transportation, multiple road-materials and street-signs bid awards, and a basement-ceiling project at Fire Station No. 1.

The Fire Station No. 1 basement ceiling project was awarded to Clark Contractors for $30,379.91. The council also authorized an agreement with eCollect PA, LLC for delinquent mercantile and business privilege tax collections and approved several temporary construction and easement agreements relating to stormwater and gas-main work.
A repository bid pulled for separate consideration failed: council pulled item Q, a repository bid of $250 submitted by Clinton Manoral Law for the property at 806 Sixth Avenue, for separate vote after a council member raised concerns about the address listed by the bidder. When cast separately, all seven council members voted no and the motion to approve the repository bid failed.
Other procedural notes: City staff stated that each approved resolution authorizes the city manager to execute documents and the city clerk to attest.
