FRANKLIN COUNTY, Ind. — The Franklin County Community School Corporation board discussed a proposed educational and training agreement tied to a county tax‑increment financing (TIF) program and instructed the superintendent to draft a response letter emphasizing continued partnership and adherence to state law rather than signing a long‑term commitment at this time.
Redevelopment representatives had provided a draft agreement that would permit distribution “up to 15%” of incremental TIF revenues for qualifying educational or training projects. The superintendent explained the district does not have a statutory obligation to sign such an agreement but described the redevelopment commission as a constructive partner that has funded prior projects, including the district’s portrait‑of‑a‑learner work.
Board members considered four options: sign the agreement as written, decline to sign, attempt to negotiate different contract language, or take no action (allowing state law to govern future requests). After discussion the board voted unanimously (6‑0) to ask the superintendent to prepare a letter thanking the redevelopment commission, affirming the productive relationship and indicating the district will continue to operate under state law; the board requested a draft of that letter before it is sent.
The superintendent and legal counsel noted the draft agreement contains a clause that would adjust with any future state‑law changes. Board members said they wanted to preserve flexibility for future boards and superintendents while maintaining collaborative relationships with county and redevelopment authorities.
Administration said it will circulate a draft response to trustees before the redevelopment commission meeting scheduled the following week.
