Burlington school leaders approve ESSER/SAVE project updates, change order for door painting

The Burlington Community School District board on April 14 voted to accept the monthly status report for the ESSER and SAVE high‑school renovation projects and approved change request 2245 for $37,651.02 to paint additional doors and frames.
District staff summarized work still in progress on the ESSER project and a longer list of enhancements funded from savings on the combined ESSER/SAVE work. Staff said ESSER remains open but is nearing closeout and that three categories funded enhancements: unused contingency, arbitrage interest earned on bond proceeds, and lower than expected construction costs from synergies between project phases.
The report listed $311,000 of owner‑requested enhancements charged to ESSER, and staff said the largest single out‑of‑scope ESSER expense was $260,000 to rebuild chillers. For the SAVE project, staff said about $2.3 million in enhancements have been added so far, with roughly $500,000 in additional requests pending and about $250,000 of contingency remaining to cover unanticipated items through next August.
Staff reviewed many of the completed and planned enhancements funded by those savings, including replacement or upgrading of athletic and site features (baseball and softball scoreboards and fencing, batting cages), athletic facility work (gym floor replacement, expanded concession area, locker/shower renovations), LED interior and exterior lighting replacements, new wayfinding signage across the building, track and field upgrades, pool lighting and rail repairs, installation of security fog doors in shops, and other HVAC and roof replacements.
Board members asked for clarifications about pending items and the timing for spending any remaining contingency dollars; staff said most remaining decisions will be made before August and that some residual funds could be used for furnishings, fixtures and equipment (FF&E) tied to the high‑school project. Staff also detailed construction schedule items — phase 7 asbestos abatement and underground plumbing work in special‑education classroom areas — and said contractors were being pushed to close out individual contracts to avoid a large backlog of final pay requests.
During the discussion the board also considered change request 2245, a request to paint 141 doors, 124 frames and five overhead door grama with PT3 high‑performance paint (a bronze color) in areas not originally scheduled to be painted. Staff said the work responds to owner direction to make existing doors match replaced doors and to improve overall finish. The change order total presented to the board was $37,651.02; the board approved it by motion.
The ESSER/SAVE monthly status report and the change order were approved on voice votes. Staff said they expect most remaining contract closeouts and pay recommendations to be ready in the coming weeks and reiterated that the arbitrage interest must be spent on the high‑school project and is being applied toward enhancements.
