The Lewiston City Council voted to award the 2025 Wastewater Construction Observation contract to JUB Engineers Inc. in an amount not to exceed $105,000 and authorized the mayor to sign the professional services agreement.
Public Works Director Dustin Johnson said the contract would cover inspection services for a multiyear pipe-bursting pipeline rehabilitation project, including work along Snake River Avenue and near the cemetery. Johnson said the city's preference is to use in-house inspectors when available, but the city has concurrent projects that may require hiring outside inspection services.
Councilor Spickelmeyer asked whether the $105,000 would require a budget amendment, noting the memo said the contract would be funded from the FY25 capital budget and "no budget amendment will be required." Johnson responded that the project is rostered within wastewater capital and staff believes funds are available; he said he would follow up with a clearer breakdown of base bid, construction and inspection costs.
Councilor Schroeder moved to award the contract; the motion passed by roll call with all council members recorded as yes.
Johnson said the $105,000 represents the full scope if the city needs the consultant for entire inspection coverage, but the city may not spend the full amount if internal staff can perform parts of the inspections. He told the council staff would provide additional budget detail and breakout after the meeting.
