Council approves preliminary engineering contract split with partners for Pier 3 inspection work on Southway Bridge

The Lewiston City Council on Wednesday approved Resolution 2025-16, authorizing the city to join an intergovernmental addendum to fund a preliminary engineering analysis of damage identified under Pier 3 of the Southway Bridge.
Public Works Director Dustin Johnson told the council the Southway Bridge is jointly owned by four entities in the valley and is the only valley bridge not owned by a state agency. "What we have before us tonight is, during 1 of the inspections...they found some damage," Johnson said, describing stripped sheet piling under Pier 3 that was identified during an underwater inspection.
The proposed work is a preliminary engineering contract for about $150,000 to evaluate the condition and recommend repairs. Johnson said that amount will be split four ways among the bridge owners and that the contract covers analysis only; any later design, administration, or construction contracts would come back to the respective governments for approval.
Idaho Transportation Department is scheduled to perform its next underwater inspection this year, Johnson said, and the preliminary investigation will dovetail with that work.
Councilor Schroeder moved to approve Resolution 2025-16; the motion passed by roll call with all members present voting yes.
The agreement authorizes the city to sign the fourth addendum to the interlocal cooperative agreement with Asotin County, Whitman County (or equivalent partners), Clarkston and Nez Perce County as applicable, to share the engineering study costs. The contract does not obligate the city to fund any repairs beyond its share of the agreed investigation contract.
