The Lewiston City Council approved a public improvement agreement with MJM Developers LLC to permit the developer to file a final plat before building certain public improvements at the North Lewiston Business Park.
Public Works Director Dustin Johnson described the agreement as a procedural tool that allows a developer to post a financial guarantee for improvements that will be completed later. "They put forth a bond, financial guarantee that they will complete it by 01/30/2027, or the city has the authority to go do those improvements for them with that bond," Johnson said.
Councilor Schroeder moved to approve the agreement and authorized the mayor to sign; the motion passed by roll call with all voting members recorded as yes.
Under the agreement, MJM Developers may record a final plat for a portion of the development before constructing all public improvements, provided the developer posts a bond or other financial guarantee sufficient to cover the uncompleted work and the city retains authority to complete the work using that guarantee if needed.
The agreement is structured to allow phased development while ensuring the city is not left with incomplete infrastructure; the council packet lists the completion date tied to the bond as Jan. 30, 2027.
