City surveyor Mark Wig told the council the petition concerns an easement that follows the former Stewart Avenue right-of-way east of Cecil Andrews Way into the easterly boundary of the vacated portion of Lewiston Orchards Tract Number 19. Wig said the platting and partial-plat history dating to the early 1900s left public streets intact while private lot lines changed, and that the easement now “has no real, remaining value to the public, and conversely it now serves as an impediment to the development” the school district proposes.
The council held a public hearing before taking action; no members of the public spoke in opposition. Wig said the applicant had included the consent letters required for an easement vacation and that the public works department had not received questions or comments on the proposal.
Councilor Schroeder moved to approve Resolution 2025-15; the motion was seconded. The council approved the resolution by roll call with all members present voting yes.
The school district filed the petition to enable development near the Lewiston High School career and technical education center and Lewiston Community Park. Council materials say the easement runs along the vacated Stewart Avenue right-of-way and that the district provided the required consent documents as part of the vacation request.
