Collierville awards $589,052.72 contract to National Water Services to replace three well pumps

The Collierville Board of Mayor and Aldermen on March 24 approved a contract award to National Water Services LLC to replace three municipal well pumps (Wells 102, 103 and 303) using the vendor’s bid form B — a reuse and refurbishment option — at a contract amount of $589,052.72.

John Fox, utilities director, told the board the town’s drinking water is supplied by 10 groundwater wells that draw from 280 to 600 feet and feed four treatment plants; the wells provide a combined capacity of roughly 23.5 million gallons per day. Staff said well pumps have an average service life of about 30 years and are typically rebuilt every 10 years; the town’s well pumps range from 25 to 46 years old and three pumps experienced failures in fall 2024 and were judged beyond rehabilitation. Procurement solicited bidders; one vendor submitted proposals for two bid forms. Staff evaluated options and recommended bid form B (reuse/refurbishment of existing discharge head with adaptations), which offered the most cost‑effective solution.

Because of long lead times and tariff risks, staff previously requested and the board authorized issuance of a letter of intent to the vendor on March 10, 2025. The motion to award the contract on the recommended bid form carried on a roll‑call vote; members voting yes included Stamps, Robbins, Hall, Jordan, Marshall and Mayor Frasier.
