Council roundup: appointments, consent approvals, ordinances, and executive-session action

The Edmond City Council on April 14 handled a series of routine but formal actions during the meeting’s consent and general business sections.

Appointments and reappointments: The council confirmed several mayoral and council appointments: David Chapman as the City of Edmond representative to the Regional Transit Authority of Central Oklahoma (replacing Phil Frum); Lacretia Ferguson to the Community Policing Board to fulfill an unexpired term (through October 2025); Lainie Shinkley to the Community Agency Review Commission to fulfill an unexpired Ward 4 term (through June 2026); and Kevin Freeman as the University of Central Oklahoma representative to the Capital Improvement Projects Advisory Board. Council moved, seconded, and approved the appointments.

General consent items: Council approved 16 city council general consent items and two Public Works general-consent items during the meeting; no individual consent item was pulled for extended discussion. Specific consent approvals included items referenced elsewhere on the agenda (for example, the Danforth–Kelly item was discussed separately).

Ordinances: Council approved Ordinance 4032 repealing section 21-03-111 of the Edmond Municipal Code (Utility Reimbursement District), including a declaration of emergency needed in council action. Council also approved Ordinance 4033, amending chapter 2.94 (Art and Public Places Program) to adjust appointment language for organizational representatives; staff said the effective date will be 30 days after passage.

Executive session follow-up: After an executive session, council voted to authorize the city attorney to enter into a consent decree in district-court case number CV2024-735. The motion was made, seconded and approved during open session following the executive session.
