The Edmond City Council on April 14 approved a final guaranteed maximum price (GMP) amendment and a $750,000 supplemental appropriation from park tax reserves for the AC Kaplinger ball field renovation project.
Staff said the original project budget was $17.5 million and that the combined GMPs and this evening’s amendment bring the grand total to about $18,000,000. Construction-related surprises — including unanticipated landfill material and a broken sewer line — contributed to the increased cost. City staff noted contingency funds remain in the contract; staff said current contingency is about $380,000.
A city presenter outlined work included in the latest GMP amendment: joint sealants and waterproofing for retaining walls, additional shade structures (three team pavilions and 20 extra shade canopies), sports equipment (bat racks, foul poles, signs), netted backstops, and credits from a prior bid package. The presentation said adding the alternates now provided a favorable price that would be difficult to duplicate later. The item passed after a motion and second; council members cast their votes and the motion was approved.
Council discussion noted the project remains near budget despite cost escalation; staff said construction remains on schedule and vertical elements should appear within weeks. The city will move $750,000 from park-tax reserves to cover part of the added costs. Staff said the additional funding would not delay other capital improvement projects and described the reserve transfer as coming from accumulated savings rather than current CIP reductions.
Timeline discussed at the meeting projects the complex opening in winter 2025–26. Staff said the Edmond Youth Sports Association (EYSA) has already added three fields for the fall season to help disperse parking demands while both sites are operating.
