Jason Garza confirmed that commission recommendations had an internal March 31 deadline for the current budget cycle; staff and commissioners said the commission could still forward recommendations to City Council after that date, but earlier receipt improves consideration. Garza and Vice Chair Linder said they had discussed the issue with an assistant city manager and encouraged commissioners to provide recommendations directly to Council or through the commission if desired.
Commissioner Holt and others asked whether the city had pursued a solicitation or other procurement approach to ensure capacity beyond current contractors; Garza said he had met with Emancipet leadership to discuss increasing sterilization numbers and that future contract scopes could incorporate commission recommendations. Commissioners requested clearer, earlier briefings on budget development next year so the commission can offer timely input.
No formal budget decisions were made at the meeting. Commissioners asked staff to pursue an earlier calendar for the commission’s budget review and to collect and circulate performance data from contracted spay‑neuter providers for review.
