Commission recommends approval for Highstone Holistic Wellness at Walmart center, 5-2

The Planning and Zoning Commission on April 14 voted 5-2 to recommend approval of a special use permit for Highstone Holistic Wellness, proposed for Suite 200 in the Walmart shopping center at 4906 Colleyville Boulevard.

Staff told the commission the applicant submitted a business plan, a floor plan and photographs from an existing Flower Mound location. The Police Department had completed its certificate-of-occupancy review and staff recommended approval. The land development code requires a special use permit for massage therapy services in commercial zones and includes spacing and operational requirements.

Applicant representative Ravi Kumar Lakard and others described the Flower Mound operation, which the applicant said had operated for three years, and said the Colleyville location would offer massage and wellness services similar to that location. Commissioners probed the business’s relationship to other Highstone-branded operations in the region, practitioner licensing, and consumer complaints posted online. The applicant said the Flower Mound location had operated successfully for about three years and that the Colleyville business would include licensed staff.

Commissioner Ebert made the motion to approve; Commissioner Arnold seconded. The vote was 5-2 in favor. The commission’s recommendation will be forwarded to City Council for final action. If council approves, the applicant must complete permitting and inspections before opening to the public.
