The proposal would extend the Title 34 districts created during the city's Phase 1 'Zone In' work to additional parcels along 161, with staff describing most of the newly proposed parcels as Community Activity Center (CAC) and a smaller portion as Urban General 2 (UGN2). Director of Building and Zoning Services Scott Messer told the council that Phase 1 has generated more than 1,000 proposed housing units citywide and that the city is continuing outreach for the next phases of the zoning overhaul.
City officials said the update is intended to match recent on‑the‑ground changes near the corridor, including improved COTA transit service, new pedestrian connections and bus shelter installations, and to make the city's zoning more consistent with planned transit and walkable development. Luis Teva, the project manager for Zone In, said the map change under review covers roughly two and a half miles of corridor and that the proposed map would apply the CAC district to the majority of affected parcels.
