Clemmons council approves engineering contract, sidewalk ordinance, personnel reclassifications and grant application

The Village of Clemmons council took a series of unanimous votes on April 14, approving a master-planning contract, a new capital project ordinance for a sidewalk, personnel reclassifications, board appointments and a federal grant application.

Key votes at the meeting included approval of a contract with Summit Engineering to produce a Village Pointe area master plan, including public outreach, for a total of $53,950. Manager Gannell presented the proposal; a council motion to approve the contract passed unanimously.

The council also adopted Capital Project Ordinance CPO EB-5,959 establishing the budget needed to pre-audit a contract related to Bridal Road sidewalk work. Finance Director Stroud said the ordinance was required before the contract could be pre-audited.

On personnel matters, the council approved reclassifying two positions: the events coordinator and a new marketing and communications specialist, each to pay grade 18, to allow quick posting of the marketing position. Assistant Manager Flight presented the request.

The council approved the removal of Jimmy Smith from the planning board for repeated absences and appointed Tim Rahill (listed in the record as Tim Rahill/Rahill) to the seat effective immediately. Separately, the council accepted the resignation of Tanya Skillman from the planning board and said it will open applications for planning board and board of adjustment vacancies with appointments slated for June.

The council designated Mayor Rogers as the Village of Clemmons' voting delegate to the North Carolina League of Municipalities' board of directors for 2025–2026.

Planner Moore presented a request to apply for a 2025 Safe Streets and Roads for All demonstration grant for $300,000 with a 20% local match (approximately $60,000). The motion to approve the grant application passed unanimously. Moore said the grant would fund longer-term demonstration projects that support the village's safety action plan and that some of the match could be in-kind public-works labor.

All listed motions carried by unanimous vote. Council members did not attach conditions to the approvals in the meeting record.
