Wright County drainage trustees approve MOU with Humboldt County, authorize local repairs and work orders

Wright County drainage trustees voted to approve a memorandum of understanding with Humboldt County to establish procedures for joint drainage-district repairs and to authorize drainage trustees to approve repairs up to $15,000.
The trustees, meeting in regular session as the drainage trustees, approved the MOU during a conference call with Humboldt County trustees. The motion to approve the MOU was made by Dean Klusz (Wright County) and seconded on the Humboldt County side by Mike Carpenter; the board recorded “all ayes” and the motion carried.
The trustees also reviewed routine business and approved one work order for Drainage District (DD) 36 in Section 1 of Lake Township to televise tile for a possible plug. Administrator Courtney Morris Strange reported there were no drainage claims or drainage invoices needing approval for the meeting.
Trustees discussed other incoming work requests. County staff described a repair request in DD 62, Section 6 of Woolstock, where landowner Mike Coleman reported a washout and broken pipe feeding into a drainage ditch; staff said the work would involve excavating to locate and replace broken pipe. Staff also described a report for DD 184, Section 20, that an intake is nearly flush with the ground and the tile appears plugged, causing very slow drainage. A separate request involved a blown 36-inch tile in DD 149 (Section 24 of Woolstock Township) located just north of the fence line between the Lendly Trust and landowner Darwin Jacobson; staff said they had photos and mapped the location.
Courtney Morris Strange said she had discussed enforcement options with the joint drainage attorney, Eric Eady, and that Eady recommended drafting a letter to landowners reminding them they are responsible for damage to drainage district tile and open ditches if they remove pipe or otherwise alter outlets. For a separate request by a landowner to pattern-tile an area west of the Agribusiness Park and outlet into a joint district open ditch, staff told the board the landowner must pursue annexation into the district or consider creating a new small district; staff said the county would draft a letter to clarify annexation steps.
Trustees approved the DD36 televising work order and closed the drainage session. The drainage minutes and approved work orders will be posted on the county website as noted in the meeting record.
