Valley County officials warn funding uncertainty could stall wildfire mitigation; mobile risk dashboard coming

Valley County wildfire staff told the Board of County Commissioners on April 14 that the county has an active effort to update its Community Wildfire Protection Plan (CWPP) and is building tools and partnerships to speed on-the-ground mitigation — but that some outside grant funding remains uncertain.
The county’s wildfire coordinator said the CWPP “is basically the main document you need to apply for grants, to get funding for private landowners and or cities, government,” and that the county’s fire working group is large and active, with 42 participants providing input at a recent kickoff meeting.
County staff described several near-term items: a mobile risk dashboard that ranks parcel-level wildfire hazard and will be available to incident managers; a surge in Firewise grant applications; and work to assemble “adjoining collaborators projects” maps so partners can identify gaps and align treatments across property boundaries.
“The mobile risk dashboard” was described as a tool “for parcel assessments” that will let incident management teams “already [be] a step ahead” by showing which parcels have already completed mitigation, which households may need assistance during evacuations and what projects exist nearby.
Staff reported 54 Firewise applications this round, including 25 community grants — “the most we’ve had since the start of it,” a county presenter said — and noted that some program funds are limited and competitive.
Separately, the wildfire staff warned that some external grant streams and matches are currently on hold. The presenter said they had “got noticed that Bridal funding has been frozen,” and added that, as a result, the county’s all‑hazard mitigation plan and related project funding may be delayed. The coordinator also said that matching funds that help pay for the county’s emergency management position are at risk while the federal/state funding picture is unsettled.
Staff framed the county’s priorities as: completing the updated CWPP (next meeting May 6), advancing parcel and landscape-scale mapping to coordinate projects across jurisdictions, and continuing public outreach — including an in‑person Wildfire Preparedness Day planned May 3 at Donnelly Fire with Smokey Bear and educational displays.
County staff also described ongoing efforts to expand restoration‑style treatments on private land through programs such as Good Neighbor Authority and regional “All Lands” partnerships where private funding (including donations from Idaho Power) and partner projects are pooled. Staff cautioned that larger-scale restoration funding earmarked for multi‑partner efforts remains uncertain while federal allocations and program details are finalized.
The presentation closed with offers to bring demonstrations of the dashboard and the collaborators map back to the commissioners for review.
Community leaders and staff said that, given the recent fire seasons and insurance pressure, landowners are engaging more with mitigation offers and that county and partner programs are trying to align incentives and demonstration projects to help accelerate implementation.
The county did not adopt any new ordinances at the meeting; commissioners asked staff to return with more detail on funding status and to schedule demonstrations of the dashboard and mapping work for a future meeting.
