Carroll County supervisors voted on April 14, 2025, to retain the employee health plan’s stop-loss level at $50,000. County staff presented options from the insurer to raise the stop-loss to $60,000, $75,000 or $100,000; staff estimated modest premium savings at higher stop-loss levels but the board voted to maintain the $50,000 attachment point.
County staff said the insurer provided rate scenarios showing approximate savings: moving to a $60,000 stop-loss would save roughly $65 per member (total savings shown as several thousand dollars across the plan); higher attachment points delivered greater nominal savings but would expose the county fund to larger claims before reinsurance would apply. Supervisors noted the county’s health fund balance was healthy (reported at about $1.4 million as of March), and some members argued the smaller immediate savings were not worth increasing the county’s exposure to high-cost claims.
A motion was made and seconded to keep the stop-loss at $50,000 and a vote was taken; the motion carried. County staff confirmed they are authorized to sign new rates and that action was recorded as a decision for the plan year beginning July 1, 2025.
The board instructed staff to monitor claims activity and bring rate or stop-loss changes back to the board if needed during future budget cycles.
