Council approves revision to ordinance-committee makeup, to return with legal edits

Council members voted to accept a revision to the ordinance committee’s composition and to allow staff to return with further edits after legal review. Staff said the change corrects the committee makeup adopted in 2023 by Ordinance 2023-17.5, which previously set different member numbers. The revision presented makes a different allocation of council and public seats and will be returned with a few technical edits.
A council member asked whether the city council secretary is required to serve as the committee secretary; staff replied that the ordinance language states the city council secretary shall be the committee secretary. Council members discussed whether to adopt the revision immediately and bring back edits after review; a motion to accept the draft and return with edits passed by voice vote.
The council also discussed a separate set of bylaw wording issues raised during public comment (see separate item). The ordinance revision adopted at this meeting was procedural: staff will refine language and run it through legal before presenting a final ordinance for second reading.
